This screen will only appear if the 'Drop Players' option has been checked in the Abilities Setup page.  Once enabled, a franchise has the ability to drop any player from their roster at any time.  When this option is not checked, leagues using either the 'Waiver Request' or 'Blind Bidding' waiver windows (on the Transactions Setup screen) will have to wait until either of these waiver window periods ends in order to drop a player.
