This screen is only available if your league has defined an online auction in General League Setup.  It is, in fact, just a pointer to the Setup > League Calendar Setup screen.

NOTE: This start date/time merely allows your auction to begin.  That is, you cannot auction players BEFORE this time has elapsed.
