This screen is only available if your league has defined an online draft in General League Setup.  It is, in fact, just a pointer to the Setup > League Calendar Setup screen.

NOTE: This start date/time merely allows your draft to begin.  That is, you cannot draft players BEFORE this time has elapsed.

For deluxe leagues, you can define one draft start time per division or conference as needed.
