When a franchise order is unspecified - as in the case of the Standings report in the preseason, as well as the Rosters (and other) reports at any time - the franchise number (as defined in the For Owners > Franchise Setup screen) is used.  Use this screen to specify the order of franchises in these situations.

When finished, you MUST click on the Save Custom Franchise Order button in order to apply your changes.
